6. Riots, routs, and unlawful assemlbies, quarrels, fighting, trespasses, and seditious speeches by free negroes and mulattoes slave or slaves, shall be punished at the discretion of a Justice of the Peace, with a fine not exceeding twenty dollars, or stripes, not exceeding thirty-nine.
