During December of 1961 while President Joseph Fielding Smith was touring the mission with President J. Vernon Sharp, his specific instructions were "Do not seek out the Negroes, but if in your proselytizing you should run across one who is anxious and continues to ask relative to the Gospel, all of his questions should be answered and if after explaining that they cannot hold the Priesthood at this time they wish to be baptized they should be accepted into the Church through the waters of baptism."
